During an Oracle ASM 23.26 upgrade on Red Hat Enterprise Linux 9, the root script can stop at step 9 of 11 (ConfigOHASD). The log shows systemctl enable ohasd being handled by systemd-sysv-install, which then fails because it cannot find the legacy ohasd service script. The upgrade terminates with error CLSRSC-180.
The following environment variables are set as:

ORACLE_HOME= /oracle/app/grid/product/23.26.1
Copying dbhome to /usr/local/bin ...
